Job Description

Location : Portland, TX 78374 Contract : 12 Months (Possibilities of Contract Extension) The Startup Instrumentation Lead will supervise and direct personnel and activities within the project Instrumentation & Controls (I&C) scope, ensuring that the I&C CSU scope is completed on schedule, within budget, and in compliance with all project safety, quality, and design standards. The candidate should have strong knowledge in the testing, commissioning, and operation of large plant I&C systems. Job Responsibilities: Provide I&C CSU input to other groups including Project Management, Engineering, Construction, Project Controls, Procurement, Contracts, ES&H, Estimating, and Completions. Collaborate with the Contracts group to ensure proper onsite supplier and subcontractor support through commissioning, start-up, operation, and final handover phases. Assist in populating the project System Completions Database (I&C scope only). Provide input with the Completions group to develop project system/sub-system turnover packages. Verify the integrity and timely handover of CSU I&C systems through construction, mechanical completion, and system handover phases. Assess the installation of supplier packages to ensure project compliance and monitor performance through commissioning and start-up phases. Lead and supervise a team of I&C engineers/supervisors and technicians to complete all CSU I&C activities. Plan and coordinate daily CSU I&C work activities to ensure safety and project milestone dates are met. Oversee, review, and approve all CSU I&C testing activities on plant control systems including DCS, ICSS, SIS, ESD, FGS, and specialized equipment supplier control systems. Conduct various testing activities including individual instrument calibration, loop and logic testing, and fire and gas system testing. Provide performance and client demonstration testing support. Assist in the preparation of O&M manuals and other procedures. Ensure compliance with all Client and local/national safety codes, requirements, and standards. Promote the Zero Accident Philosophy and actively participate in project safety programs. Perform employee performance reviews and identify training and development opportunities. Coordinate and support onsite project team, subcontractors, and client representatives through commissioning and start-up phases. Prepare and maintain CSU I&C commissioning and start-up spares and monitor their usage. Prepare reports and forecasts on CSU I&C progress and personnel forecast. Skills: Strong knowledge in testing, commissioning, and operation of large plant control systems. Previous experience with DCS, ICSS, SIS, ESD, and FGS systems. Experience with specialized equipment supplier control systems. Experience with commissioning and start-up of I&C driven refrigeration compressors using large MV electric motors and Variable Frequency Drives (VFD). Preferred experience on an LNG construction site along the U.S. Gulf Coast. Heavy industrial ‘direct hire’ construction experience in a supervisory role. Strong leadership and supervisory skills to lead a team of I&C engineers, supervisors, and technicians. Effective communication skills for motivating team members and presenting plans clearly. Understanding of applicable Client work processes including Standard Work Process Procedures (SWPPs) and Standard Commissioning and Test Procedures (STCPs). Familiarity with Client Standard Applications (BSAPs) including Setroute, Unifier, Aconex, DSCS, PTR, Agile, and Navisworks. Extensive technical experience in commissioning, startup, operation, maintenance, and testing of I&C Systems/Components of Oil & Gas Processing Facilities. Good knowledge in MS Word, Excel, Visio, and PowerPoint. Understanding of project workflows from design, estimation, construction, administration, coordination, and fabrication. Education/Experience: University/B.S. degree in Engineering plus 10 years of experience or 15 years of equivalent industry experience in lieu of a degree.
