EXECUTIVE DIRECTOR
General Description/Job Summary:
Under the direction of the Authority the Executive Director of the Authority is responsible for all operations and supervision of the Authority and its’ personnel and is responsible to the Board of Commissioners of the Willingboro Municipal Utilities Authority for the performance of said duties as Executive Director. It is also the responsibility of the Executive Director to conduct the executive orders, policies and directions of the Municipal Utilities Authority Law, the Authority Bond Resolution, Rules and Regulations, and other Federal, State, County and Municipal regulations.
Responsible for the day-to-day supervision and management of the Willingboro Municipal Utilities Authority’s Water, Sewer, and System Maintenance departments. Ensure that water and wastewater facilities and systems operate and are maintained efficiently and in accordance with federal, state, and local standards and regulations. Provides professional and technical staff support, and assistance to the Board, coordinates all Authority activities with Federal, State, County, local and private agencies. Performs additional duties as required by the Board.

Directly Supervises: Director of Operations & Maintenance, Chief Engineer, Director of Finance, Director of Human Resources
Essential Job Functions:
- Coordinate with the Director of Finance and the Board in the preparations of budgets to ensure adequate funding for projects, capital improvements, and renewals and replacements
- Conducts performance reviews for senior leadership
- Function as liaison Officer between the Authority and the public daily and between the Authority and the contracting Townships or Authorities who use or may ultimately use the services of the Authority.
- Supervise administrative activities using the services of the Solicitor, Auditor, and Consulting Engineer where appropriate to achieve total performance
- Collaborates with Director of Finance and Treasurer in the preparation of budgets and reviews expenditures in coordination with the Treasurer and the Director of Finance
- Through the Director of Operations and Maintenance, supervises the Departments and their coordination of tasks, duties, responsibilities and projects
- Manages company personnel to ensure that all water and wastewater facilities are operated, repaired and maintained efficiently and effectively and in a manner to comply with all federal, state and local standards, permit conditions, and rules and regulations
- Develops, recommends, implements and updates standard operating procedures to economize operations in the repair and maintenance of facilities while increasing productivity
- Monitors Utility’s service contracts to ensure compliance and effective performance
- Conduct studies and oversees the implementation of mandated environmental reports such as water audits, leak detections surveys, backflows cross/connection plan and water quality reports
- Recommends and oversee the implementation of the Authorities’ annual work plan and project plans for water and wastewater facilities and systems maintenance
- Oversee dissemination, accountability and the proper stockage levels for equipment, materials, supplies and vehicles
- Prepares and coordinates the permitting and re-permitting of water and wastewater facilities
- Ensure permit conditions comply with Federal, State, County and local regulations and codes
- Coordinates the modification and improvements of facilities and systems to increase efficiency while reducing operating costs
- Oversee loss control and prevention, safety programs and organizational training and cross training to increase technical skills and knowledge to result in increased productivity and performance
- Ensure that customer complaints and inquiries as resolved quickly and effectively
- Recommends and implements effective programs for enhancing the public image of the Authority
- Manage budget expenditures to ensure sufficiency of funds
- Prepares complex reports, studies and correspondence for the expansion and improvement of water and wastewater facilities and systems, implements appropriate corrective actions
- Reviews, verifies and submits operating and other reports to the Board, appropriate regulatory agencies and departments on a timely basis
Requirements:
- Must hold a Bachelors’ degree in a related environmental science and master’s degree preferred from an accredited college or university
- Preferred up to level 1 to 4 water and wastewater licenses in State of New Jersey
- knowledge of regulatory requirements associated with water and wastewater
Experience:
- Prefer to have (3) years or more of managerial experience in public administration within a water and wastewater utilities facility preferred and Prefer 5 years of progressive experience in public administration, Water & Wastewater Utility;
- Prefer 3 years of executive management level experience
Licenses and Certifications:
Level 3 Sewer License and Level 4 Water License preferred issued by the State of New Jersey
Class B CDL License preferred issued by the State of New Jersey
