Who we are People Division, led by the Chief People Officer (CPO), provides human resources (HR) functions for the Department of Climate Change, Energy, the Environment and Water (the department) with a clear focus on the department’s most valued asset: our people. Alongside contemporary HR functions, projects and strategies People Division is also responsible for: Enhancing the department’s focus on safety. Enterprise bargaining. Cultural and change management. The department’s response to Australian Public Service (APS) reforms. People Safety, Support and Wellbeing Branch (PSSW) is responsible for leading the departments approach to providing a safe and respectful workplace, including health, safety and wellbeing strategies. The PSSW Branch also provides health and safety support for Parks Australia and the Australian Antarctic Division, working with these divisions to manage complex risks associated with these operational areas. The PSSW Branch is responsible for: Work, Health and Safety. Wellbeing. Human Resource advisory services. Performance, probation and rehabilitation services. The WHS team is responsible for leading the department’s approach to providing a safe and respectful workplace and ensuring safety is at the heart of all we do. The team works collaboratively across the department to understand our unique and diverse health, safety and wellbeing needs, including (but not limited to): Providing WHS oversight, advice and support to business areas. Implementation of the WHS Strategy and associated Action Plan. Implementation, management and continual improvement of the WHS Management System (including safety documentation). Provide oversight, coaching and facilitation of hazard and incident management (physical and psychosocial) Management of corporate WHS roles (First Aid Officers, Health and Safety Representatives, Workplace Contact Officers, Mental Health First Aid Officers). Development, implementation and oversight of the WHS audit and assurance program, including risk management and corrective actions. Administration of the WHS incident, hazard and action management system (SIRUS) and associated data and reporting Development and oversight of WHS training. Oversight and implementation of the Employee Assistance Program and annual Influenza vaccination program. Providing advice and guidance on workstation assessments and reasonable adjustments. The Job As a Senior WHS Advisor, you will report to the Assistant Director WHS. You will support the WHS team to deliver key outcomes against the WHS Management System and you will be responsible for (but not limited to): Contributing to the development of the WHS workplan and the development of the WHS Strategy Action Plan and its implementation. Planning, developing and delivering WHS documentation and artefacts including WHS policy and procedures and related communications products ensuring they are fit-for-purpose. Providing in-depth technical advice and guidance on the practical interpretation and application of WHS legislation, Codes of Practice, industry standards and internal guidelines relevant to the departments diverse activities. Procurement and contract management of the likes of the department’s Employee Assistance Program and annual influenza vaccination program. Co-ordination of corporate WHS roles (First Aid Officers, Health and Safety Representatives, Workplace Contact Officers, Mental Health First Aid Officers). Drafting of inputs into senior executive briefing documents and committee documents. Working collegiately with others in the WHS team to achieve WHS outcomes. Identifying best-practice initiatives and making recommendations to improve safety performance across the department. Knowledge and Experience Working knowledge and understanding of the Work Health Safety Act 2011 (Cth), Work Health and Safety Regulations 2011 (Cth), Work Health Safety Codes of Practice, and relevant Australian Standards, and their application in a complex operational environment. Demonstrated practical experience in a comparable role. Skills and Capabilities You will have demonstrated experience in working within a WHS team in a high profile and impactful environment. You will also bring innovation to your team and support the delivery of strategic and operational WHS functions for the department. We are looking for someone who: Can influence, negotiate and provide trusted and expert advice on WHS operations, systems and processes. Can understand and communicate priorities, monitor progress, anticipate potential changes and drive delivery of WHS programs. Can communicate efficiently and effectively about WHS risks, frameworks, policies and procedures to employees of diverse skillsets, language and cultural backgrounds. Brings an innovative approach to exploring options and influencing decisions supported by data and evidence. Has excellent stakeholder engagement skills and cultivates productive working relationships. · Has sound written and verbal communication skills. Has key organisational ability, good professional judgement, uses discretion and sound interpersonal skills. Has proven ability to work collaboratively as part of a team and the ability to work autonomously. Has self-awareness, cultural competency and the ability to foster respect and diversity in the workplace. Desirable Qualifications Advanced Diploma or Certificate IV in Work Health Safety or willingness to obtain. Eligibility Citizenship - To be eligible for employment with the Department of Climate Change, Energy, the Environment and Water you must be an Australian citizen. Security Clearance - This position requires a Baseline Vetting security clearance. You will be required to obtain and maintain a clearance at this level. Pre-employment Check - Your suitability for employment will be assessed through a pre-employment screening process. This process includes a requirement to undergo and satisfy a National Police Check, referee checks, character clearance and where required a pre-employment medical assessment, specified mandatory qualification(s) validation and a probation period of 6 months.
