Job Description

Job Title: Technical Procurement Engineer Reports To: Technical Development Manager Function: Sales Location: Knowsley, with UK and Overseas Travel as required Job Purpose: Responsible for managing the end-to-end procurement process, including vendor evaluation, and contract negotiation. This role is pivotal in ensuring that the procurement strategy aligns with business goals and project requirements, contributing to the success of competitive bids and tenders. Role and Responsibilities Tender and Bid Support: Collaborate with the proposals and business development teams to support the procurement aspect of new project bids. Analyse ongoing and future business needs to identify procurement requirements. Facilitate procurement input into bid strategies, risk analysis, client needs, and supply chain planning. Vendor Selection and Management: Conduct market research and identify potential suppliers to meet the projects needs. Pre-qualify vendors, ensuring they meet technical, commercial, and legal requirements. Evaluate supplier quotations, negotiate pricing, terms, and conditions to ensure competitive pricing and value for the company. Procurement Strategy Development: Develop procurement plans aligned with project timelines, cost targets, and technical specifications. Collaborate with internal teams to ensure seamless integration of procurement strategies into project execution plans. Identify cost-saving opportunities and implement strategies to optimize procurement efficiencies without compromising quality. Contract and Risk Management: Lead contract negotiation processes, ensuring favourable terms while minimising risks. Ensure that all procurement activities are compliant with the company's policies, legal regulations, and contractual obligations. Monitor and manage supplier performance during the bidding phase, identifying risks and issues early on and working to resolve them. Stakeholder Engagement: Act as the primary point of contact between the procurement function and other departments, including engineering, finance, and project management. Ensure clear communication and alignment on procurement activities, timelines, and deliverables. Support client-facing presentations and discussions related to procurement strategies and supplier selection. Documentation and Reporting: Maintain accurate records of procurement activities, including supplier evaluations, purchase orders, and contracts. Prepare procurement-related reports and analysis for management review. Track and report on procurement performance metrics for each bid, providing feedback on areas for improvement. Knowledge and Skills Essential Bachelors degree in supply chain management, Business, Engineering, or related field. Previous experience in procurement, preferably within a proposals or project-driven environment. Strong knowledge of procurement practices, vendor management, and contract negotiations. Experience in supporting tender and bid processes for large-scale projects. Excellent communication, negotiation, and stakeholder management skills. Ability to analyse complex tender documents and develop procurement strategies accordingly. Proficiency in procurement systems and software, as well as Microsoft Office (Excel, Word, PowerPoint). Strong analytical and problem-solving skills with attention to detail. Ability to work under tight deadlines and manage multiple bids simultaneously. Desirable Professional certifications such as CIPS or PMP. Experience in Construction and Engineering industries. Knowledge of local and international procurement regulations and compliance standards.
