Job Description
Trans Adriatic Pipeline (TAP) transports natural gas from the giant Shah Deniz field in the Azerbaijani sector of the Caspian Sea to Europe. The 878 km long pipeline connects with the Trans Anatolian Pipeline (TANAP) at the Turkish-Greek border in Kipoi, crosses Greece and Albania and the Adriatic Sea, before coming ashore in Southern Italy. TAP will facilitate gas supplies to South Eastern European countries through prospective interconnectors. TAP is connected to Interconnector Greece Bulgaria (IGB), which started its commercial operations in October 2022, providing Caspian gas to Bulgaria, enhancing security of energy supplies in one more European country. TAP’s exits in Greece and Albania, together with the landfall in Italy, provide multiple opportunities for further transport of gas from Azerbaijan to the wider European markets. As a key part of the Southern Gas Corridor, TAP is strategically and economically important to Europe and essential in providing reliable access to a new source of natural gas. TAP plays a significant role in boosting Europe’s energy security, supply diversification, as well as its decarbonisation objectives. Your Role The Regulatory Advisor role is part of the TAP commercial team and reports directly to the Head of Commercial. This is a 12-month Fixed Term contract, to be based at TAP’s Pipeline Receiving Terminal in Melendugno (Italy) or remotely (EU). Your Responsibilities Monitor EU and National regulatory developments relevant for TAP’s activity, including delegated legislation deriving from the gas package, methane emissions regulation, CAM NC development, REMIT developments, Corporate Social Responsibility Directive, Security of Supply regulation, but not limited to. Depending on the developments, monitoring of biomethane related developments may become relevant as well. Support relevant workstreams with regulatory input, prepare presentations, coordinate input for meetings with national regulatory authorities, and EU institutions, for the following topics: Coordination with CESEC on gas quality harmonisation requirements in SEE and other TSOs involved. Hydrogen and renewable gas package. Methane emissions regulation. REMIT developments – ensure that TAP is complying with the REMIT, including the REMIT II obligations in terms of reporting of primary capacity allocations contracts to ACER. Including coordinate publication of Urgent Market Messages with the commercial team. Support participation of TAP in public consultations and follow the EU related processes. Participate in selected ENTSOG’s working groups. Ensure compliance of TAP with TAP’s commercial licenses in Greece (Independent Natural Gas Operations License) and Albania (transmission license) in cooperation with the TAP legal team. Market test: Coordinate stakeholders in relation to the market test framework and prepare materials, draft and prepare slides/documents for stakeholder interactions related to the market test, including for upstream discussions, conferences, Board, Shareholder and sponsor meetings, as well as other various meetings. Support the drafting of Guidelines for the 2025 market test. Update and draft, as required, supporting documentation for the opening of the non-binding phase of the 2025 market test. Update, draft, as required, project proposal for the 2023 market test. Connection requests - support the development of concepts of connecting third party end users/potentially LNG or producers to TAP interconnector. Your Profile University Degree or advanced studies in Business, Science, Finance, Economics, Law, Public Policy. Experience as a Regulatory Advisor working for a gas TSO in the Energy sector would be an advantage. Broad knowledge of EU acquis, organizations, regulatory authorities and other governmental agencies within EU and the Energy Community, related to gas. Ability to build relationships by communicating, influencing and negotiating effectively with senior stakeholders. Strong Microsoft Office (specifically Word and PowerPoint) experience.
