Job Description:
The Oregon Department of Justice is seeking to hire a Product Owner (Operations and Policy Analyst 3) to serve on its Legal Tools Program Team. In the role of the Product Owner, you will work as a program and project management resource serving as a liaison between the vendor for the legal tools product and the Legal Tools Program Team. As a member of the Business Engagement team, you will work closely with project managers, business analysts, technical experts, business stakeholders, contractors, and project sponsors to develop and foster strategic alignment with the product. You will be responsible for identifying the most valuable and efficient features to best serve the agency and maximize the product - considering the needs of employees, managers, and IT professionals with expertise in the needs of the legal practices. This role will see the product through implementation and continuously improve business processes and find ways to improve the use of the product. The implementation being used on this program is a hybrid Waterfall/Agile methodology. This position is part of a team dedicated to ensuring that the Legal Tools Program delivers a product that meets the unique needs of the Department of Justice.
At this time, the position is Limited Duration through June 30, 2025, but is likely to be extended or changed to permanent in the future. A developmental, work-out-of-class, or underfill (until MQs can be met) rotational opportunity may be possible if the best candidate is internal and a rotation won't negatively impact the business.

- I have a bachelor's degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; AND four years professional-level evaluative, analytical and planning work.
- Any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification. Learn more about the classification job spec here.
- Finalists must pass a comprehensive employment reference check and fingerprint-based criminal background check. A driver history check will be included for positions requiring state vehicle driving privileges. Adverse findings will be evaluated to determine eligibility for the position.

WHAT YOU WILL DO (in part)
- Review business operations issues to ensure they are aligned with the strategic initiatives of the Agency.
- Make recommendations and participate in discussion with the Executive Steering Committee on policy issues that arise in projects related to computer systems and applications and divisional/agency process improvements.
- Recommend enterprise-wide program changes or projects to the Executive Steering Committee.
- Lead requirement prioritization and refinement through delivery that results in product change.
- Develop, own, and execute the product road map.
- Partner with stakeholders and customers across the organization to inform the product vision, strategy, features, and prioritization.
- Report progress & results periodically to the Executive Steering Committee, Chief Information Officer, Program and Project managers for review and approval.
- Represent and serve as a communication point for Product Administration planning efforts and gather the appropriate resources and expertise to make a recommendation.
- Communicate and receive feedback from discussions concerning questions/answers to ensure division concerns or issues are captured and addressed related to Product Administration and integration.
- Communicate progress and milestones of the Product Administration efforts to staff, management, executives, and other stakeholders.
- Develop Processes for systematic organizational improvement.
- Connect product roadmap features to well-defined product requirements including features, user stories, and acceptance test criteria.
- Ensure user stories are ready for development to start work and that each story has the correct acceptance criteria. Facilitate close collaboration with the development team. Track and report on progress or product upgrades/changes/releases.
- Ensure successful implementation of the related implementation projects by overseeing and coordinating project activities related to the specific focus area of this position.
- Ensure stakeholder needs associated with processes are explicitly understood, documented, tracked, and completed.
- Develop the relationships and information sources necessary to understand the assigned specific product administration and associated processes.
- Identify, plan, and implement, with various divisions/sections, the necessary changes required to implement new products.
- Effectively and rigorously analyze product processes currently in place and use modeling, mapping, flow chart and fishbone techniques as a method to assess, plan and mitigate the impact of change.
- Obtain appropriate signature approvals for all project deliverable artifacts within the processes; including getting the appropriate reviews involved as needed.
- Make recommendations to management on program implementation and/or staff resource needs.
- Identify Product Backlog by gathering and prioritizing data as well as assist in developing the strategies to correct.
- Limited Duration, full-time employment in Salem, Oregon; fully remote (out of state possible).
