Job Description

Job Summary:

Provides professional support to the Deputy Town Manager in economic development and redevelopment planning, marketing and research work to implement the Town's economic development strategic plan. Coordinates and implements projects and programs that support commercial, office and industrial development, business attraction, business retention, development of public facilities and infrastructure, small business development initiatives, and other economic development, redevelopment or capital improvement programs or projects. Supervises the economic development staff and sets policies and goals for the economic development division under the supervision of the Deputy Town Manager.


Salary Range:

$104,100 to $136,500 plus benefits package.



Essential Duties and Responsibilities:

· Supervises the day-to-day operations related to the economic development division, including but not limited to the work of economic development staff, the Town's business recruitment, retention and expansion efforts.


· Assigns projects to subordinated staff by working with community leaders to determine needs, analyze trends, schedule and coordinate meetings, implement strategies, prepare and submit reports, and develop solutions and strategy analysis.

· Builds and maintains community relationships by representing the Town, reporting and presenting to community groups, and serving on various committees.

· Prepares development incentive packages when necessary and presents those to the Town Board of Trustees for approval.

· Monitors and evaluates the effectiveness of various economic development programs and efforts.

· Develops short and long-term economic and community development plans, and gathers information and prepares studies, reports, and recommendations to achieve goals.

· Identifies and develops targeted marketing initiatives to potential land and industry developers.

· Prepares proposals to clients and responds to inquiries/requests for information.

· Prepares, administers and implements annual budgeting for assigned work areas within the departmental budget; forecasts necessary funding for economic related programs, submits budget recommendations and justifications, monitors expenditures against approved budget.

· Identifies funding sources for programs; participates in writing and administering grants.

· Ensures project compliance with applicable internal and external requirements.

· Models teamwork, collaboration and organization values in developing and sustaining strong working bonds with commissions, volunteers, vendors, staff and other stakeholders.

· Assist with publicity events such as grand openings, groundbreakings, ribbon cuttings, etc.

· Presents oral and written reports to Town agencies and the Town Board of Trustees, economic development interest groups, other interested parties and groups, and the public.'

· Assists in site analysis by preparing information packets, working with developers, realtors and area landowners, researching properties and businesses, and participating in facilitation of prospect tours. Prepares proposals to clients and responds to inquiries/requests for information.

· Researches, prepares, and presents periodic reports on issues, projects, and operational statistics.

· Other duties as assigned.

Education or Formal Training:

Bachelor's Degree in Economics, Public Administration, or related field. Minimum six years of directly related experience in economic development, business attraction and/or development research. Two years of supervisory experience preferred. Equivalent combination of education, training, and experience, which provides the requisite knowledge, skills, and abilities for this job, may be substituted for evaluation at the discretion of town management.


Certificates and Licenses:

Valid Colorado's Driver's License.


Supervisory Responsibilities

Oversees the Town's economic development division and manages assigned Town staff as necessary. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include planning, assigning and directing work, appraising performance, rewarding and disciplining employee, addressing complaints and resolving problems.


Work Environment:

General office environment but may require visits to locations outside of Town Hall. Noise level in the work environment is usually moderate. The employee may occasionally lift and/or move up to 25 pounds. While performing the duties of this Job, the employee is regularly required to sit.
