Job Description

On behalf of DWP, we are looking for a Procurement Manager for a 12 Month Contract (Inside IR35)

Hybrid Working - 2 days per week in either Blackpool or Manchester & the rest WFH.

The Department for Work and Pensions (DWP) is responsible for welfare, pensions, and child maintenance policy. As the UK's biggest public service department, it administers the State Pension and a range of working age, disability and ill health benefits to around 20 million claimants and customers. As such, we operate on a scale that is almost unmatched anywhere in Europe and most people in Britain come into contact with us at some point in their lives.

The candidate will be responsible for leading and delivering commercial activity (i.e. pre-market engagement, procurement process and in-life contract management) for a range of IT procurements, most likely relating to networks but the portfolio may be subject to change.

The candidate will also be responsible for delivering upskilling sessions to other team members around the commercial lifecycle - e.g. how to understand your market and how to adapt your procurement to your understanding, what to watch out for as you do your procurement, how to manage contracts effectively with minimal resource.

As a Procurement Manager (G7), your main responsibilities will be:
* Building and sharing market knowledge regarding the relevant market and using that market knowledge to shape requirements and commercial approaches.
* Gathering of requirements
* Preparation of sourcing strategy
* Development of tender documents
* Execution of the procurement process including completion of relevant governance and assurance documents
* Driving value for money outcomes
* Execution of tender process
* Providing commercial management of resulting contracts, and through advice and oversight, ensuring that stakeholders are performing appropriate operational management of contracts in addition to commercial management led by yourself.
* Compliance to procurement regulations
* Maintaining an accurate and timely pipeline of procurement activity including interaction with a wide range of stakeholders to ensure their needs are met within the pipeline
* Ensuring all relevant information is stored appropriately and updated, including document retention, eProcurement system updates and pipeline updates.
* Development of capability of commercial and stakeholder teams.

Essential:
* Experience and capability across the entire commercial lifecycle, including public sector experience and the use of public sector frameworks.
* Excellent stakeholder management and communication skills
* Strong commercial acumen - the ability to drive improvements into commercial activity
* Negotiation skills
* Ability to manage a busy workload with competing priorities.
* Experience of improving the capability of commercial / procurement team members.

Desirable:
* CIPS or equivalent qualification.
* Knowledge of network market and ability to apply that knowledge to improve commercial activity.
