Job Description
Developing and delivering initiatives, tools and technical managerial guidance to support NHSL to meet the Scottish Governments sustainability expectations, and NHS Scotland mandatory requirements and policy commitments.
This will involve driving forward a change and improvement agenda for sustainability and climate change to ensure delivery of the key objectives of the Boards Sustainability and Climate Change Strategy. There is an emphasis on energy management and the post will be key to delivering initiatives that improve energy efficiency across our estate
Success requires working with key stakeholders including Directors and senior managers, our staff, partners and the communities we service to develop and implement work programmes that have clear, measurable outcomes.
This will be delivered through:
- Provision of expert advice on interpretation of sustainability & climate change data and trends, evidence-based practice and national policy,
- Developing and delivering initiatives, tools and technical and managerial guidance to support the meeting of Scottish Governments sustainability expectations. Influence and advise NHSL Property & Estates Strategies on all sustainable development and environmental matters.
- Deliver specialist support to colleagues and partners, including workstream management and project management to achieve sustainability outcomes. Provide support and advice, on the impact of different clinical and operational practices, on the overall sustainability requirements and expectations of NHSL.

What we'll need you to bringQualifications
- Educated to degree level in an environment or sustainability-related subject, or with extensive relevant equivalent experience.
- Further qualification or equivalent work experience or knowledge in a subject related to sustainability, planning or programme management at masters level;
- Membership or Fellowship of one or more Professional Institutes would be advantageous (IEMA, EI, EMA etc.)
- Specialist knowledge of EU, UK and Scottish government policy, legislation and regulation in sustainable development and environmental management, gained through extensive experience at senior level in the public sector (e.g. NHS, local authority or environmental regulatory body), or private sector, including sustainability or environmental consultancy.
Experience:
- Significant experience working at strategic level within a relevant programme area;
- Project planning, management and implementation;
- Partnership working and negotiation;
- Be a confident self-starter who can work unsupervised and develop innovative solutions following guidance;
- Proven ability to learn new skills and adapt to challenge;
Knowledge:
- In-depth understanding of Sustainability principles and practice;
- Understanding of NHS or similar complex organisation and related issues and policy; and
- In depth understanding of energy management & utilities markets
- Understanding of inequalities in health.
Skills
- Ability to analyse and interpret complex information in a variety of forms;
- Ability to communicate complex information and concepts to a variety of audiences in a variety of forms;
- Ability to work in partnership with individuals and organisations to improve sustainability;
- Excellent written and communication skills and ability to produce reports on complex issues;
- Ability to operate effectively under pressure;
- Ability to understand and communicate possibly contentious or sensitive issues;
- Excellent interpersonal skills and the ability to form positive relationships at all levels;
- Strong persuasive and influencing skills with ability to present ideas and proposals at a senior level;
Clear analytical skills to allow exploration, evaluation and interpretation of information and opinions.

1st Degree in an environment or environmental sustainability related subject or degree with relevant transferable skills
Masters qualification or equivalent
Evidence of on-going Personal Development
NHS and/or public sector experience
Demonstrable evidence of delivering positive change in sustainability and climate change at scale in a complex organisation
Audit experience
Evidence of managing and delivering complex projects
Specialist knowledge and experience across a wide range of technical disciplines, which would include building, engineering, energy, environmental and property
Knowledge and understanding of Project management methodology
Awareness of available revenue and capital funding streams which support sustainable developments
People and financial management
Highly developed problem solving skills
Ability to influence and manage change
Good supervisory / planning / organisational skills
People management skills
Budgetary management gained from public or private sector
Business case development
Coordination of research contracts

From 1 April 2024, the working week for NHS Agenda for Change workers in Scotland will be reduced. Full-time hours will reduce from 37.5 to 37 hours (pro rata for part-time staff) without loss of earnings.
NHS Lanarkshire will implement this change but it may not be possible to fully transition from 1 April and there may therefore be some areas of the organisation where implementation may take longer. If the department is currently unable to safely accommodate the reduced hours from 1st April, you may be required to work 37.5 hours per week until the department can meet the requirements without impacting patient safety - you will, of course, be remunerated accordingly. NHS Lanarkshire is committed to full implementation of the 37 hour working week across all areas as soon as it is safe to do so.
