Job Description

Who Are We

PFM is recruiting for experienced senior Project Engineers to join our Minor Capital Delivery team on the Melbourne Water contract. The role is Melbourne based however the projects you will manage will be in one of our 3 x districts, either western suburbs, south eastern suburbs or north eastern suburbs. Preferred Office base for this role would be Winnekke at Christmas hills (Sugarloaf Reservoir).


The Role

Supports the delivery of projects through the Asset Acquisition Process and assists in the coordination of scoping, design, construction, commissioning, handover and the close out of projects.

Plans, allocates and co-ordinates tasks according to an approved program of work.



  • Assists in the review of specifications and tender documents, analyses tenders, and makes recommendations for acceptance.

  • Ensures activities delivered are in accordance with Business’ Project Management Procedures and HSEQ standards.

  • Reports on project outcomes and prepare progress reports, ensuring lessons learnt are captured.

  • Liaises with representatives from other business units, regions, external organisations, consultants, customers and the general public in relation to the delivery of projects.

  • Provides technical assistance on projects by working with design consultants, contractors and suppliers in the delivery of works.

  • Assesses and approves progress claims for payment and ensure contractor performance reports on time, cost, HSE, quality and environment are completed.

  • Inspects and coordinates individual works and/or contracts and prepares reports for more senior management.

  • In consultation with HSEQ, reviews and monitors the implementation of HSEQ management plans, onsite construction Job Safety & Environmental Analysis (JSEA) documentation, Construction Environmental Management Plans (CEMPs) and ensure compliance with the Construction Environment Management Framework (CEMF) and environmental approval conditions for the project.

  • Undertakes HSEQ audits on projects.

  • Regularly inspects sites and corrects all hazards raised from site inspections including safety and environmental hazards and quality non-conformances.

  • Ensures HSEQ incidents are investigated and closed out.

  • Ensures engineering assets are constructed in accordance with the specifications.

  • Maintains a focus on continuous review and improvement of quality processes.

  • Complies with relevant legislation, regulatory requirements, corporate policy and ethical standards.

  • Ensures all required compliance based activities are undertaken in a timely and satisfactory manner.

  • Promotes a Zero Harm culture in line with the business’ safety beliefs and empowers all employees/workplace participants to be involved in HSEQ matters.

  • Takes proactive steps to achieve Zero Harm and ensures all reasonable steps are taken to mitigate risks in all business processes and systems.

  • Delivery of accurate and timely reporting

Skills And Experience



  • Degree level qualification in a related engineering discipline Experience and Knowledge (Preferably electrical and civil background).

  • Sound knowledge of the tendering, contract award and administration process.

  • Considerable water related professional engineering experience.

  • Demonstrated sound knowledge of engineering principles and practices.
