JOB DESCRIPTION

SUPERVISOR OF BUILDING & GROUNDS

Reports to: Business Administrator/Board Secretary & Superintendent of Schools

Qualifications:
  1. High school graduate or equivalent.
  2. Possesses a low-pressure black seal boiler license.
  3. Possesses Rutgers certification as a N.J. Certified Educational Facility Manager.
  4. Is experienced in plant operations, cleaning methods and procedures, and equipment repair; has knowledge of plumbing, electrical, mechanical, and security systems, grounds equipment and horticultural methods.
  5. Possesses leadership and supervisory abilities.
  6. Is able to read and interpret plans and specifications, and assist in preparation thereof.
  7. Is able to plan and estimate projects and to utilize and schedule personnel to complete projects in a timely fashion.
  8. Is able to create positive personal relations with subordinates, school staff, students, and public in general.
  9. Possesses or has ability to acquire rudimentary computer skills.
  10. Is skillful in both oral and written communications.
  11. Is familiar with laws governing public school districts.
  12. Is in good physical health.

Job Goal: To maintain all buildings and grounds in a condition of operating excellence so that full educational use of it may be made at all times.

Responsibilities:
  1. Personnel
    1. Supervises all custodians and maintenance personnel.
    2. Evaluates performance of all custodians and maintenance personnel on a regular basis and recommends contract renewals to the Business Administrator.
    3. Together with the Business Administrator, is responsible for recommending persons for employment to the Board of Education.
    4. Is responsible for scheduling all regular custodial and maintenance hours and overtime, in consultation with Building Principals,
    5. Certifies payrolls for custodial and maintenance personnel on a semi-monthly basis.
    6. Approves all personal and vacation leave of custodial and maintenance personnel to suit the school calendar and cleaning and operations schedule.
    7. Together with the Business Administrator, makes arrangements for in service training programs of custodial and maintenance staff.
    8. Works cooperatively with the Building Principals and Business Administrator to provide for facility needs.
  1. Maintenance of Buildings and Equipment
    1. Performs maintenance duties for approximately four hours per day.
    2. Oversees the operation of the heating, ventilation, plumbing and electrical systems.
    3. Establishes and recommends to the Business Administrator the priority of maintenance projects with cost estimates.
    4. Maintains custodial and maintenance equipment and makes recommendations for replacement and new purchases to optimally service facility needs.
    5. Reviews proposals for contracted work, monitors the progress and makes recommendations for payment upon satisfactory completion.
    6. Arranges for holiday and weekend building inspections during the heating season, in consultation with Building Principals.
    7. Develops and implements preventive maintenance programs, and maintains records thereof.
    8. Assists the Business Administrator in providing for compliance with environmental regulations, e.g., Right-to-Know, AHERA, etc.
    9. Assists in the preparation of the annual update to the District's Five Year Facilities Plan, and ensures the implementation of budgeted projects.
  1. Custodial Services
    1. Is responsible for maintaining the cleanliness of buildings and ensuring a proper environment including temperature, ventilation, sanitary conditions, and building safety.
    2. Practices accepted energy conservation measures.
    3. Arranges for special event coverage and substitutes as needed, in consultation with Building Principals.
    4. Consults with the administrative staff as needed to review facility needs.
  1. Grounds Upkeep
    1. Maintains playing fields as required upon consultation with the Building Principals.
    2. Supervises lawn and shrub maintenance, repairs to walkways, driveways and parking lots, and outdoor apparatus, and recommends contracted repairs and/or replacement as needed.
    3. Coordinates site improvements.
    4. Directs and assures snow and ice removal.
  1. Supplies
    1. Prepares, reviews, and recommends bid specifications for supply purchases, and completes requisitions for supplies not subject to bid procedure.
    2. Supervises the efficient and proper use of supplies and maintains and assures the adequacy of inventories.
    3. Complies with all federal and state statutes to ensure compliance with purchasing laws and regulations.
  1. Inspections/Records
    1. Maintains records of building plans and specifications.
    2. Performs on-site examinations of buildings and grounds on a quarterly basis for fire, safety, insurance, maintenance, and custodial purposes.
    3. Prepares written reports of such inspections for the Business Administrator's review, including the annual Health and Safety Checklist by November 15th of each year.
    4. Provides for other periodic inspections as required by administrative code.
    5. Is responsible for the District's Right-to-Know, IPM, IAQ and AHERA programs.
  2. Other
    1. Assists in the preparation of the annual budget for operations and maintenance, and is responsible, together with the Business Administrator, for the implementation and monitoring of the budget.
    2. Assumes all other related duties as assigned by the School Business Administrator and the Superintendent of Schools.

Terms of Employment
  1. Annual 12-month contract
  2. Salary as determined annually by the Board of Education
  3. Vacation, sick, and personal leave as provided by the Board of Education
  4. Health insurance coverage as provided by the Board of Education
  5. Work Schedule:
    1. Approximately forty hours weekly on a schedule to be determined in consultation with the Business Administrator.
    2. Evening and weekend building inspections as deemed necessary by the Business Administrator.
    3. Devotes time necessary to complete responsibilities with no overtime compensation.
