Job Description

Job Purpose

Reporting to the Tunnel Control Centre (TCC) supervisor, the TCC operator will support the day-to-day operations of the Project Facilities. Working within the Tunnel Service building, the TCC provides 24-hour a day, 365-days a-year service, monitoring Tunnel traffic via CCTV and bespoke tunnel systems. Working shifts, comprising of day and nights covering a 24hr period, the TCC provides a single point of contact for incidents, emergencies, system outages and general enquiries relating the Project Facilities. Responsible for setting appropriate plans and signals, via the Tunnel Control System, and informing and updating Emergency Services and stakeholders of incidents, emergencies reduced or restricted Tunnel capacity.

Tasks/Responsibilities as follows:

Acting as a single point of contact in relation to all events and incidents within the Tunnel, ensuring that the appropriate actions are taken in a timely manner.
Deployment and management of attending resources that support a timely resolution and return to “normal”.
Liaising directly with the Emergency Services and deployed resources, ensuring any additional support is swiftly identified and deployed.
Maintain and manage the information flow and ensure regular contact with Transport for London (TfL) to support the management of the Strategic Road Network (SRN).
Produce and maintain accurate records of all incidents and events that may occur within the Project Facilities.
Record all relevant information in the relevant database.
Monitor traffic flows and congestion via CCTV and implement the most appropriate response plan, deploying resources where necessary and as required.
Support both planned and emergency traffic management interventions to establish safe working environments in-line with plans and working procedures, by setting complementary systems settings, this includes, lane, bore and Tunnel closures and reverse flow operations.
Monitor security of both the Primary and Secondary Tunnel Service Building’s.
Record and disseminate all Winter Maintenance decisions during the winter service period.
Log/record all safety observations and forward reports to the relevant teams.
Monitor radio communications, ensuring a strict radio discipline is maintained.
Constant monitoring of all Tunnel systems availability, and functionality. Implementing mitigations and reporting any system outages to the appropriate team for rectification.
Respond to any TfL enquiries relating to Project Facilities.
Maintain a working knowledge of the Tunnel Control System (TCS), asset management system and incident plans.
Actively promote Health and Safety in the workplace, setting a good example to other employees and ensuring awareness of and compliance with general Health and Safety responsibilities as set out in the Health and Safety Management System.
Support the TCC Supervisor with administrative tasks.
Perform other duties as may from time to time be reasonably required. This profile is not exhaustive. Typical Skills/Experience as follows:

NVQ in Tunnel operations – Desirable
Experience of working in a 24/7 and/or control room environment – Desirable
Excellent verbal and written communication skills. – Essential
Ability to effectively perform within a team, sometimes within high pressure environments. – Essential
Computer literate adept with Microsoft programmes and other applications. – Essential
Good interpersonal skills. – Essential
Flexible working approach (comfortable working both daytime and night-time shifts) – Essential
Professional and clear telephone manner. – Essential
Ability to take ownership of situations and important and timely decisions. – Essential
Ability to use their integrity to ensure public safety is never compromised. – Essential
Able to carry out dynamic risk assessment. – Essential
