Job Description

Salary:Position Grade:Department:Job Type:Examination Number:Location:The incumbent in this position is responsible for assisting in the planning and developing of policies and procedures for City purchasing, printing, and mail services. Duties include evaluating bids, contracts, quotes, emergency requisitions, and forwarding recommendations to the Supply Commissioner; reviewing contracts for the Board of Standardization; developing/monitoring the Supply Division%27s budget; assisting City departments with purchasing questions and issues;Essential Functions and Responsibilities ●Plans, organizes, assigns and directs the work activities of subordinate staff to realize the unit%26rsquo;s work goals and to ensure the consistent application of unit and/or technical policies, procedures and guidelines. ●Confers with and counsels subordinate staff to exchange information and/or explain work policies, procedures and guidelines; and identify work-related problems, problem characteristics, impact and formulate possible solutions. ●Reviews and compares work performance and/or products of subordinate staff with established standards to determine employee production levels, training needs and to determine for recommendation to agency management appropriate personnel actions such as promotions, disciplinary actions, status changes, separations and grievance dispositions. ●Trains subordinate staff in the work principles, policies and or procedures to maintain and/or improve the production levels of employees in accordance with established work performance standards. ●Supervises buyers, administrative secretary, and indirectly supervises the clerical section. ●Reviews bids for accuracy and proper documentation; forwards bids to Supply Commissioner. ●Reviews contracts for Board of Standardization. ●Develops supply division budget. Reviews and distributes requisitions to buyers. ●Directs the letting of bids/contracts for supplies; reviews specifications and makes recommendations to buyers. ●Monitors/assists with bid openings. Prepares bids to be advertised in city media. Answers vendor questions related to bids and contracts. ●Answers departmental questions related to purchasing. ●Manages sale/transfer/disposition of city surplus property. ●Acts for Supply Commissioner in their absence. ●Interviews, supervises, and conducts training of department employees. ●Assists in planning policies, revising procedures, developing standards and specifications governing purchasing. Assists in developing department goals and objectives. ●Provides supervision to all employees in the supply division, multigraph section and city mailroom. Knowledge, Skills, and Abilities ●Data Utilization: Requires the ability to perform mid to upper-level data analysis including the ability to coordinate, strategize, systematize and correlate, using discretion in determining time, place and/or sequence of operations within an organizational framework. ●Human Interaction: Requires the ability to provide first line supervision to buyers. ●Equipment, Machinery, Tools and Materials Use: Requires the ability to operate, maneuver and/or provide simple but continuous adjustment on equipment, machinery and tools such as a computer, calculator, fax and copy machines, and/or materials used in performing essential functions. ●Verbal Aptitude: Requires the ability to utilize a variety of advisory data and information such as financial statements, bids, contracts, requisitions, regulations, policies, statutes, procedures, guidelines and non-routine correspondence. ●Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication, and division; calculate decimals and percentages. ●Functional Reasoning: Requires the ability to apply principles of influence systems such as supervision, managing, leading, teaching, directing, planning, coordinating and controlling. ●Situational Reasoning: Requires the ability to exercise the judgment, decisiveness and creativity required in situations involving the evaluation of information against sensory, judgmental and/or subjective criteria, as opposed to criteria that are clearly measurable or verifiable. ●Environmental Factors: Work is normally performed in an office environment under generally safe and comfortable conditions where exposure to irate individuals poses a very limited risk of injury. ●Physical Requirements: Tasks involve the ability to exert light physical effort in sedentary to light work that may involve some lifting of moderately light objects and materials, up to twenty (20) pounds. Tasks may involve extended periods of visual concentration at a keyboard or workstation. ●Sensory Requirements: Requires the ability to recognize and identify similarities or differences between characteristics of colors, shapes, and sounds associated with job-related objects, materials and tasks. A Bachelor%26rsquo;s degree in Public or Business Administration; Accounting; Finance; Purchasing, Materials Management or a related field; plus five years of administrative experience in a large materials purchasing or contracts agency.License:Must possess and maintain a valid Missouri driver%26rsquo;s license while employed by the City of St. Louis. Must possess a valid driver%26rsquo;s license at the time of filing application and be able to present it upon request.
