Job Description

COMPANY OVERVIEW:

Choctaw Premier Services is a federal contracting firm dedicated to providing exceptional support in the execution of international security assistance programs. We are currently seeking to develop a robust pipeline for future contract awards, focusing on capacity building and mentorship initiatives in collaboration with foreign military partners.


JOB SUMMARY/OBJECTIVE:

The In-Country Team Lead (TL) will be responsible for executing and managing Global Peace Operations Initiative (GPOI) contract activities in Chad, Africa. Serving as the primary point of contact for the Project Manager, the TL coordinates with the U.S. Embassy, host nation military leadership, U.S. military personnel, international trainers, and various stakeholders to ensure seamless contract execution. This role demands strong leadership, effective communication, and the ability to make sound decisions in high-pressure situations, making a significant impact in supporting global peace operations and strengthening international partnerships.

PRIMARY RESPONSIBILITIES:

  • Serve as the principal liaison for the Project Manager regarding GPOI contract execution, ensuring smooth coordination and management of activities in Chad.
  • Collaborate with U.S. Embassy officials, host nation military leadership, and additional stakeholders to align training and capacity-building initiatives with U.S. foreign policy objectives, ensuring all contract activities support diplomatic efforts and contribute to regional stability and security.
  • Manage personnel assignments across training tasks while maintaining the highest professional standards of accountability, quality, and effectiveness.
  • Monitor team conduct and discipline, tracking personnel movements traveling to, working in, and departing from Chad.
  • Oversee the execution and quality of all task order activities, ensuring adherence to contract requirements.
  • Supervise training and mentorship activities, ensuring quality assurance and effectiveness at the operational site.
  • Manage equipment deliveries, inventories, and handovers in compliance with contract stipulations.
  • Ensure personnel maintain professionalism and accountability, providing comprehensive life support and administrative resources.
  • Coordinate transportation, logistics, and administrative support for personnel traveling to and from the operational site.
  • Uphold security and safety standards for personnel within the operational environment.
  • Analyze and disseminate training materials and feedback to enhance training effectiveness and understanding.
  • Facilitate effective communication between on-ground personnel and U.S. Embassy.
  • Maintain continuous communication regarding routine contract activities and deliverables with designated contacts in the GPOI Program Office.
  • Ensure effective coordination with the partner nation, U.S. Embassy, and other stakeholders to confirm contract requirements and promptly address performance issues.
  • All other duties as assigned.


MINIMUM QUALIFICATIONS:

  • Must be a United States Citizen.
  • Demonstrated regional experience in Sub-Saharan Africa.
  • Ability to lead, motivate, and manage teams effectively, making informed decisions under pressure.
  • Proficiency in verbal and written communication with diverse stakeholders, facilitating clear interactions between teams and external parties.
  • Understanding and sensitivity to different cultural norms and practices, particularly in Sub-Saharan Africa, to foster relationships in a multicultural environment.
  • Skilled in planning, executing, and overseeing projects from inception to completion, with the ability to manage multiple priorities and adapt to changing circumstances.
  • Ability to assess situations, analyze data, and make sound decisions based on evidence, including evaluating the effectiveness of training programs and activities.
  • Ability to build and maintain strong relationships with various stakeholders, including military and civilian partners, while addressing conflicts and fostering collaboration.
  • Knowledge and experience in designing and delivering effective training programs, with ability to mentor and develop team members and partners.
  • Ability to identify potential risks and develop mitigation strategies, with an understanding of security protocols and safety standards in high-risk environments.
  • Ability to adapt to rapidly changing situations and new challenges, with a willingness to travel and work in diverse and unpredictable environments.
  • Strong sense of accountability and responsibility for performance outcomes, with dedication to maintaining high standards of quality in all aspects of work.


REQUIRED EDUCATION & EXPERIENCE:

  • Minimum fifteen (15) years’ military experience, including service after September 11, 2001.
  • Attainment of military rank of CW-3, E9, O4, or higher.
  • Proven experience as a senior mentor/advisor, military or civilian, to a senior foreign security partner, with expertise in capacity building and unit-level assessments.
  • Relevant military operations or foreign security force capacity building experience within last five (5) years.
  • Demonstrated regional experience in Sub-Saharan Africa.


PREFERRED:

  • Minimum twenty (20) years’ military experience, including service after September 11, 2001.
  • Experience in organizational development focused on institutional improvement and self-sufficient organizational change.
  • Trained and certified Foreign Area Officer (FAO) with regionally focused expertise including experience in an Office of Security Cooperation or Defense Attache Office.
  • Commanded a combat arms battalion level unit (combat arms defined as infantry, armor, cavalry, engineer, field artillery, special forces, or special operations forces) in the U.S. or NATO military land forces.
  • Experience in a U.S. or NATO military training and doctrine development organization or assignment to a U.S. or foreign military training school or combat training center.

PHYSICAL REQUIREMENTS:

  • Capability of working in austere environments.
  • Ability to travel throughout the United States and abroad on short notice.
