The Associate Governmental Program Analyst (AGPA) and the Staff Services Analyst (SSA) perform a variety of analytical and administrative duties relating to the provision of federal and state disaster assistance grant programs within the Interagency Coordination Section of the Cal OES Recovery Directorate. Analysts perform a broad range of analytical tasks relating to financial closeout, programmatic, and administrative requirements of the Public Assistance (PA) Disaster Grant, California Disaster Assistance Act (CDAA), Fire Management Assistance Grant (FMAG), Hazard Mitigation Grant Program (HMGP), Pre-Disaster Mitigation program (PDM), Flood Mitigation Assistance (FMA), and other disaster and non-disaster grant programs.
The incumbent must be able to logically and creatively analyze and resolve governmental/administrative problems of an average complexity; gather and analyze large amounts of data to develop and evaluate alternatives for a variety of administrative and program related areas, making recommendations to management on those alternatives; communicate effectively orally and in writing, and function in an environment with demanding and changing priorities. The incumbent will work independently or as part of a team while maintaining a standard workload and responding to frequent short-term tasks.
These positions are located in the Recovery Financial Administration Branch and the Recovery Financial Processing Division in Mather, CA and may be supporting the following units.
Unit I - Hazard Mitigation provides administrative support and payment processing for projects under the Hazard Mitigation Grant Program. We monitor project time frames, provide digital correspondence to authorized internal and external parties, and perform extensive account maintenance and document vetting to ensure compliance with Federal and State law.
Unit II - Public Assistance provides payment processing to state agencies, local governments, special districts, tribes, and eligible private non-profit organizations impacted by disaster. We ensure state and federal support is provided to applicants in an efficient and timely manner to assist in recovery from a major disaster or emergency. Our role in the payment process requires compliance verification of applicants, correspondence, and project and disaster reporting.
Unit III - Financial Reconciliation Closeouts supports the financial closure of Public Assistance (PA), California Disaster Assistance Act (CDAA), and Fire Management Assistance Grant (FMAG) programs. The work we do within the unit consists of reconciling financial documentation, clearing debt discrepancies, and dispersing final documentation and payment requests.
Unit IV - VAYGo (Validate As You Go) validates FEMA grant sub recipient fund usage through extensive review of cost-supporting documentation. FEMA grant sub recipients are required to submit applicable documentation for all large projects and Category Z projects for validation prior to project payment. Examples of documentation being reviewed are proofs of payment, timecard, invoices, contracts, pay policies, and other documents to support the expenditure.

Working Conditions
Telework: These positions are eligible for a hybrid work schedule which includes up to two days of remote work per week. Additional in office days may be required based on the business need.
Conflict of Interest (Applies to AGPA) - This position is designated under the Conflict of Interest Code and is required to complete Form 700 within 30 days of appointment. Failure to comply with the Conflict of Interest Code requirements may void the appointment.
Work Hours: These positions require the availability to work full time (32-40 hours) a week through Februrary 2025.

The Recovery Section is responsible for managing disaster recovery and providing assistance to local governments, special districts, certain nonprofit organizations, individuals, businesses and agricultural communities impacted by disasters. The Recovery Section ensures state and federal support are provided in an efficient and timely manner throughout the recovery process.
In the event of an emergency, employees may be contacted and requested to report to work in the event of an emergency. This contact may be outside of your normal working hours (evenings/nights, weekends, and holidays). This service may require irregular work hours, work locations other than the official duty location, and may include duties other than those specified in your official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and you may be required to relocate to emergency sites.
